On February 3, 2005, the U.S. Food & Drug Administration (FDA) issued a warning that it will begin enforcing an existing law which requires all cosmetics and skin care manufacturers to state clearly on all labels that their product is untested for human safety. In fact, nearly 100% of all conventional cosmetics and skin care products have never been tested because there is as yet no law requiring manufacturers to do so. Many common ingredients in cosmetics and skin care products are highly toxic, which is why there are warnings regarding ingestion.
